Anne,
The idea of a Discussion that can be linked to multiple people is a very interesting one. It is not specifically CET related and if the feature is modified to support your suggestion, it would be available to all users on the site, even those only working in Family Tree. We will be passing this suggestion along to the proper engineering team for evaluation.
