Immigration records INTO Italy from 1860s

In 1863, my GGM was sent from Poland to live with a relative in the Dolomite Mountains at the age of 13. I do not know what town but was reported to have vacationed in the summers in Belluno. Would there be immigration/ naturalization records for a 13 year old girl at that time? If so, where would they be kept?
