born 05 September 1920, married Mavis Underwood (my grandmother), may 3rd 1940. Not sure how to find his parents, literally can't find anything … help!

His 1942 draft registration for World War II lists his full name as Cleatus William Neel, in the town of Mississippi, Arkansas. Working from that, I found him age 9, in the 1930 census, with his parents, living in Mississippi, Arkansas. According to that census, his father was Thomas, and his mother was Gennie. Several siblings also in the household. Searching on his brothers and sisters may prove useful - known as collateral research.
In the 1940 census, he is listed as William C Neil, father Tom and mother Jennie.
