Hello,
this is a standard bureaucratic communication regarding a request the authority (peasant management department in this case I think) has received. Not really about serfdom or conditions. The request was from co-owners of Horzhenitse to cut down 6 to 8 thousand of old trees in the forest that is the the part of the estate. Someone forwards this request and comments on the previous one they made on the same subject, what was exactly granted then and why. Author then starts to reason something that could look like a denial to current question, but it cuts in the middle of the sentence.
The document (or at least the page attached) doesn't list any historical or genealogical details, just some discussion over cutting down a part of the forest with a few figures.

Thank you Igor for the translation! The town is called Chorzenice, in Pajeczno county just east of Lodz Poland
If you don't mind I am sending another translation request. This document does list the peasants that received land in 1864. My family members are on the document. Thank you again.
