Translation of Celestin Henry Carre Birth Record

I am new here and this is my first post. This record is interesting in that the entire year of 1860 for Pel-et-Der was missed during scanning. The Aube Archives was kind enough to scan and send me the document.
Could some one translate the record for me? Thanks in advance

Not word per word but you get the idea.
On the 27th of April 1860 appeared in front of us the maire of Pel et Der Aube Arsène Brochard midwife 42. She declared that on the 27th of April at 10am a boy was born in a house Grande Rue De Let and given the name of Celestin Henry Father was Francois Quirin Carré 45 years old, wine maker, the mother Virginie Arsène Debais 28. Thank you so much! I can usually pick out the important facts in these French records but Celestin is my great grandfather and I wanted the full translation for my records. Interestingly, the 1860 civil records for Pel-et-Der were missed during initial scanning and were missing from the online records. The Aube Archives were kind enough to scan the record and send it to me.
I have several ancestors in different small towns in that area. In general, that area has quite a number of Carres. I continue to try to sort them out.

In the year one thousand eight hundred and sixty, on the twenty-seventh of April at noon, before us Official Mayor of the Civil Registry of the commune of Pel-et-Der, Canton of Brienne Napoléon, Department of Aube, appeared Arsène Brochard , aged forty-two years, midwife, residing in Précy-Saint-Martin, who declared to us that on the twenty-seventh of the said month of April, at ten o'clock in the morning, a child was born in the house called Petite Rue. of the male gender that she presented to us and to whom she declares to give the first names of Célestin Henry, whose child was born to François Quirin Carré, aged forty-five years old, a laborer at the said Pel-et-Der, and to Virginie Arsene Debair, aged twenty-eight years old, his wife. The said declaration made in the presence of Jean Baptiste Rousselot, aged thirty-two years, farmer and of Victor Charrier, aged twenty-one years, servant, both residing in the said Pel-et-Der and have the declarant and witnesses signed with us the present deed of birth after it was read to them.
