It's a foundling, abandoned at birth. Presented by Rosaria Nicoletti, age 73, who was in charge of the foundling wheel. On 5 Nov 1884 she reported that she found a male, about 4 days old, at 7:30 pm on the 4th, in the wheel at #26 Strada Salita Grammalico (?). The official gave the child the name Ferdinando Massimo. Maria Raffaela Scutaro daughter of deceased Giuseppe, age 42, wife of Vincenzo Sasso, age 38, requested to take custody of the child and care for it and be responsible to the authorities for it. Having no reason to deny the request, the child was given to her.

Adopted isn't the right word, as adoption in 19th century Italy was most often a contract between consenting adults. Abandoned children were sometimes affiliated into the families that cared for them, but formal adoption was extremely rare.
In this instance, all we know is who took care of him immediately after his abandonment. Whether he stayed with that couple for his entire childhood cannot be determined from civil records. You would need the records of the organization in town responsible for abandoned children.
