I would highly recommend that you take a DNA test. Ancestry has the largest database for American's. You can also move your results from there to other DNA sites for additional DNA matches.

I think this Irene E. Moss is in Family Tree PID# 933W-JGF. She was born in Duquoin, Illinois and married James Claire Dunbar. They had six children, including a set of twins in 1932. Her first child was a boy, James Claire Dunbar, Jr., born 13 July, 1927. That is the same day and month as Frances. That could be just a coincidence but I wonder if it's possible that Frances was actually born in 1927 and this is her twin? Here is link to obituary with picture: James C. Dunbar
I would definitely take a DNA test as Jeffrey Bryant suggested, and also look for more clues to see if you can find proof one way or the other. Otherwise, it is all just conjecture.
