I may be a little off because I haven't worked with military records in a bit, but this is how I understood it:
Old, frail, served distinguish-ably well. Appeared for service (fighting?) in 1808, 1813, and 1814. Expressed desire for discharge, was introduced to support (pension?)

The top one is: Corporal A. Kihl. The word underneath his name refers to his birthplace. It's abbreviated Wästgl. meaning Västergötland. The birthplaces written in general muster rolls are almost always the name of the province.
