The best place to start is the location research page which you get to by going to Search and using the By Location Box, putting in Norway to come to here: https://www.familysearch.org/search/location/continental-europe/norway
This page has links to the FamilySearch Wiki for Norway and to various Learning Center articles and videos. It also lists the various record collections for Norway.
But even before that, your friend will need to take a look at everything already known about Alfred and sort out what might be correct and what probably is not. Are there any other known family members? Any other know dates other than that birth date? Any death information to start with and work backwards?
Unfortunately, the little information posted here is just not sufficient to say much more. The 1865 census is excellent and easy to search here: https://www.digitalarkivet.no/en/census/search/1865 and Alfred will certainly be listed there but only ages were used and those could be off. That census lists 211 people with first name Alfr* born in 1861,1862, 1863.
However, he could not have been born in both Christiansund and Oslo. These two cities are 362 miles apart. In addition, it is important to know if Anderson was a fixed surname, meaning his father's last name was Anderson, or if was a patronymic, meaning his father's first name was Anders.
The Norwegian records are excellent and it should be easy to find a lot of information for someone born 1862. But you do need more of a starting point.
Is Alfred in Family Tree? If so, what is his ID number?

Hi. My name is Johanne Hernes and I have additional tips for you.
FamilySearch has many names from Norway. I found a lot of names that might be of interest. Try this one first:
Many families use MyHeritage to gather family information here in Norway. Whenever I lack information I search there too. Here are some links:
(You might need to glue this one in the browser)
His middle name might be Alfred Martin or Alfred Morten. Marten is not a name I have seen before, but I'm not sure.

Note! We have two cities that have nearly the same names. Christiansand (Kristiansand (2022)) and Christiansund (Kristiansund (2022)). Could he be from Christiansand? It is always smart to check twice. Christiansund is in Møre and Romsdal county. Christiansand is in Vest-Agder. I find it helpful to use maps when I'm unsure of places' names and areas. You say nothing about his family relations. Do you have any names to share?
Another note. Kristiansund might not be the easiest place to search. There have been several city fires in Kristiansund. Many church records were lost in those fires. BUT you might be lucky to find other sources that were not church-related. Some libraries have many collections of family histories preserved. Many of which now are being digitalized.
Any information you can add might help us help you.
Best regards
Johanne Hernes
