Help with Translation/Understanding of Russian document from Ukraine
I have found my husband's ancestor(s) in a document posted by Alex Krakovsky titled "Lists of yards and manor plots of Bila Tserkva town. 1897 // DAKO. F. 384. Op. 5. Ref. 170"
I'm having trouble translating the headings of the document, and understanding what the document is.
The first image below shows the heading of the document.
The second image is the section with their names ( 2nd and 5th listed: Mordko son of Avrum Zaritskiy and Ts i?т?а, son of Avrum Zaritskiy), and below that is information from the side of the form that I can not translate. (Is the Russian to the left of their names: ТОНЛ = Tunnel ?)

headings are: number, type of dwelling, name of the owner, name of the street where the dwelling is
the second column on the left reads тоже (то же modern spelling) meaning "the same as above", so you need to look further up and search for any word that is not тоже and the type would be the same for everyone below. The type for Ципа is землянка (zemlyanka https://en.wikipedia.org/wiki/Zemlyanka) which is essentially a tiny living space dug out in earth and fortified with logs.
Ципа (Tsipa) is not a son, but rather a daughter of Avrum Zaritskiy, you can see this from both patronymic (Avrumovna rather than Avromov) and last name (Zaritskaya rather than Zartiskiy)
The info on the bottom seems to be the street location and says something like
"между мельничьим и провальем / улица между млином и провальем " млин = мельница, провалье = овраг most likely meaning the street was located between the mill (or miller's land?) and the ravine

This looks like a list of yards and manor plots in the community of Bila Tserkva. Think of it kind of like a list of property or home owners. It doesn't provide much genealogical information, but does prove where a person was a certain place in time. In this case, the list says it was compiled in 1896.
Here is a translation of the column headings.
- Entry number
- Type of living quarters
- Given name, patronymic, and surname of the owner
- Name of the street/ address
I think the fifth entry has a patronymic of Аврумовна - the feminine patronymic. The given name looks to me like Ципа - the given name Tsipa.
The word to the left of the names is "тоже" which means same. They are just dittoing down whatever was written above. It does look a bit like "тонл" but if you look at examples from other pages, "тоже" is more clearly written. In this case, домъ is written at the top of the column. This means "house." On the fifth entry in your screenshot, it is a землянка which is kind of like a dugout.

Thank you so much for this response! I have one additional question: Family lore is that the family were millers so where it says the street was "located between the mill (or miller's land?)" is it possible that they owned the mill or land?

A dug out living space doesn't sound like something where mill owners would live to me. I believe I've seen some archive file for other areas with list of mills and their owners, not sure if there are any for Біла Церква area.
