This happens when you are viewing a pedigree and the same person appears more than once in different locations. The first thing you need to do is determine if it is correct or an indication of a real problem.
It can be correct when, for example, first cousins marry each other. Look, for example, at https://www.familysearch.org/tree/pedigree/landscape/LCC9-RHH -- Randolph and Myrza Alexander are husband and wife. Randolph's father Angus and Myrza's father Jonathan are brothers. That means that as you look one generation further back, you see that Randolph and Mrya each show the same grandparents (Randolph Alexander of 1746 and Lydia Simpson).
If it is correct, then all you need to do is dismiss the suggestion by clicking on the red icon with an exclamation point, clicking on the "Reocurring Person" link, then "Dismiss" and then give a reason (e.g., "Randolph Alexander married his first cousin Myrza Nix Alexander, so their grandparents Randolph Alexander and Lydia Simpson appear twice in their pedigree").
If it is incorrect, then that could mean any number of relationships are wrong in the Family Tree. Perhaps a wife was entered with her married name, and so someone attached her as a child to her husband's parents. Whatever the problem, fixing it will involve adjusting relationships (removing or changing the participants in a couple or parent-child relationship).

The Looping Pedigree is an extreme case of incorrect relationships. This Help Center article has some helpful steps for correcting those relationships, but even if you don't have an actual looping pedigree, that article is helpful in fixing the relationships that lead to Reocurring Person. Some of the related articles listed at the bottom may also be helpful.
