Emilie Christiane Ulscht, born on May 9th in Brooklyn by the spouses Friedrich Ulscht and Mathilde nèe Kuffer, was baptized on August 23rd 1885 by the pastor of the German Evangelical Church St. Paul.
Godparents were:

Are the godparents (Franz Friedrich Ulscht and his wife Mathilde nèe Kuffer) the same individuals as the parents (Friedrich Ulscht and Mathilde nèe Kuffer). That doesn't make sense to me, but maybe that was customary, or a necessity because they were recent immigrants.

Yes, it's very uncommon. But as far as I know not forbidden (at least in the protestant church). If you know that they were recent immigrants, than this might be an explanation.

I will offer just a slight correction and some additional interesting information. The third name under godparents is actually the name of the pastor, Rev. Johannes Huppenbauer. Rev. Huppenbauer was a graduate of the Basel Mission in Switzerland (https://en.wikipedia.org/wiki/Basel_Mission). He arrived in America in 1877. After a brief stay in Greenport, Long Island, he spent the next 44 years as pastor of St. Paul's Lutheran on Henry Street, Brooklyn.
