Coutts and Warner are two separate locations as Warner is a location and a County.

This group is monitored by the FamilySearch team in charge of the Places database. That team is the people that make such corrections. They are also the ones working to expand and continually improve that database which you can explore here: https://www.familysearch.org/research/places/?pagenum=1&pagesize=20

As you can see on the pages there you can also request new places be added or that an improvement be made to a place. But as you have seen, it works pretty well to request a correction in this group. In fact, that is one of the main purposes of this group.
