Beginning January 15, 2020 if you were born in New York State, but not within the five boroughs of New York City, you will be able to order a pre-adoption birth certificate online at Vitalchek.com.

I am happy to see more states opening their records. The adoption community (I mean adoptees from all over the United States) are requesting records and expressing their needs. Adoptees are requesting that they have rights to know who they are and the legal system is starting to hear their voices.

I've hit this problem with NY as well. Maybe they are legally independent cities or counties who have decided not to share their records with the State archives? The state can't require them too. Just a guess.
