Finding information on a living Japanese person.
My daughter-in-law's grandmother is Japanese born in 1934. She speaks no English and has had several strokes so her memory is not good. She was born in Japan and moved to the US. No one knows when that was. No one in the family speaks enough Japanese to have a conversation. No one knows who her parents were or anything. She is the last link with the past. How can we find her parents and more?

I would first see if you could find any sorts of immigration papers. 1934 is after the en masse immigration period from Japan. Other details would be useful - what is her maiden name? was she married when she emigrated?

Her name is Tomika Hatanka and her birthday is 31 Jan 1934.

If you can find her passport, it is possible to find a clue to get the record from Japan.
Obtaining of personal information for the living individual is very strict in Japan because of the right of privacy concern. So, I think it is difficult to obtain her family records only by her name and date of birth. Moreover, the spelling of her name may not be accurate. Not sure but Tomiko Hatanaka might be right.
