Quality scoring is yours erratic

Quality scoring is irrational. form over substance in terms of places. I understand discrediting incorrect or incomplete entries when they were made out of ignorance or lack of information. But recognizing as incorrect, for example, a place present to a date from 100 years ago when you do not offer such a choice. What is left? Either use a hint from the present and have it recognized as incorrect or enter the real one with the same effect.
