Some of my questions:

What happens to dismissed items? I've been semi-dutifully writing reasons, but I cannot find them anywhere. Does it all just disappear into the ether, so I shouldn't bother?

What does that "1 of 2 expected sources" thing even mean? Expected by whom? Based on what? What exactly is it that's expected?

Why does it complain about a missing city when the placename is fully complete? What more is it expecting? Or is it just being unspeakably stupid?

And, most importantly:

Can I please just turn this thing off?

Have you tried turning it off again from the links in Labs? It was stuck for me for about a day but has worked since then.
