16 November ????( is this saying date of birth 8th), Joh(ann) Georg, Matth(eus) Stöcker, Georg We???? (witness??)

The words are actually Latin:
d[ies] 16 ejusd[em] h[ora] vesp[er]t[ina] 8 = Day 16 of the same [month] at the afternoon hour 8 (8:00 p.m.)
It is not fully clear to me to whom the names refer. Johann Georg could be the name of the child, Matth[ias] Stöcker the father, Georg Wennemuth? the godfather. There seems to be cross between the first two lines which may indicate that the child died soon after birth.

So I should take 16 as the day of birth - the record above indicates November-is that correct? Johann Georg did live to 1782.
