Please translate fathers surname (is it Stoecker? Please explain what is meant by 1/12 in the age.

Note: 1/12 year = 1 month.

totally read that wrong
This gggrandfather Wilhelm Stoecker is so illusive. I haven't found a birth/baptism, marriage or correct death record for him yet there is an elaborate record of his illegitimate first child and then about 6 or 7 children he had with the mother of that child so they did marry. Absolutely frustrating that no records are available.
