Here's the translation, but I have to say that the parent's surname looks more like Heimer or Heiner than Römer in this record -
18 Johann Philips, little son of Johann Philip [Heimer or Heiner or Römer] and Maria Agatha, married couple, was baptized on 17 May. Baptism witnesses were Johann Adam [Winzweiler?], Johann Philip Faber, Maria wife of Friedrich Welder.

I am afraid I agree with you on that probably being an H. In looking at other uppercase "H" on the page, they always have a longer tail at the end of the H, that is why the R looked possible. When looking at other R's on the page, they do tend to be clearer that this one. Thanks for your help. Danny
