A search for Elijah in Fold3 produces the following results, that match the description of the source. Page count of 5 and the birth certificate match.

Although your question relates to English records, arguably it is more to do with the administration of records rather than England. You could try posting it in the General or Search category in the main community to get a wider audience. Unfortunately I do not know the answer.
