Place of origin
My great-great-grandfather's marriage record indicates that his father was from Bromberg (Prussia). The problem I'm having is understanding if the specified location of Bromberg is the city, the region or the Kreis. It will make a big difference in the level of effort for research.
My question... is the referenced location in a birth document always a specific locale (i.e. city, the region or the Kreis) or can it be any of them?

If you look at Meyer's Gazetteer for Bromberg, you'll see that there are 10 entries, 6 of which are in Prussia.

So if the marriage record that you refer to was created in the US, then without any further context, it might be any one of these towns. If the marriage record was created in Germany, it's usually (but not always - that would be too easy!) the case that the scribe would mention the town rather than the Kreis of origin. I would start researching at the town level, because that is where the birth, marriage, and death records were created and kept.
