Question so the groom, Johann Mathias Noe was released from Hollerbach and moved to either Eberbach or Oberneudorf? Is this normal that you are released from one village when you move to another?

An Entlaßschein (release certificate) was necessary whenever someone wanted to marry in a parish other than his or her home parish. So in this case the marriage took place in Limbach and either the bride or the bridegroom (not clear to me which) belonged to the parish of Hollerbach.
The "official marriage certificate from Eberbach" refers to the civil marriage which that had to be concluded before the ecclesiastical one in the areas which were or had been - like Baden - under Napoleonic Code (https://en.wikipedia.org/wiki/Napoleonic_Code).
