The column title is Militair-Verhältnisse (military relations).

The entry for Carl Bergmann is: Steht in keinen Militair-Verhältnissen (Is in no military relations)

The entry for Albert Bergmann is: Wie ad I. No.9 (As for I. No. 9)

You should look for the person with the given number (Roman 1, No. 9) to understand the military relation of Albert Bergmann (probably one or a few pages back).
