i found that she married henry lockyer (my great grandfather) in 1879 in west ham
she appears in the 1881, 1891 census . in the 1891 census she appears as annie
i've found out since that on General Registry Office has a record of Johanna Higgins whose mothers maiden name is cotter
i cant find any info connecting cotter to higgins?

I recommend you purchase a copy of her marriage certificate to find the name of her father and his occupation (possibly useful for matching census records).
You could take a chance of buying the birth certificate you have found as well.
Free BMD offers a possible marriage between a John Higgins and a Mary Cotter in Liverpool in June 1851. If you can afford it, you could take a chance on buying this certificate at the same time although you could wait until you have seen the other certificates.

Using FindMyPast (a free service that I have found is very good for English research), I believe I found:
Birth Records – for Johanna and 3 of her siblings, all with “Mother’s maiden name” of “Cotter” and surname of “Higgins”:
Johanna born 1856, Cardiff, Glamorganshire, Wales;
Patrick born 1858, Newport, Monmouthshire, Wales;
Abigail, born 1860, Newport, Monmouthshire, Wales; and,
Catherine born 1866, Newport, Monmouthsire, Wales.
Census Records - In an effort to find their parents, I could not confidently find any of them in the 1861 England, Wales and Scotland Census, and only Johanna in the 1871 Census (born in Glamorgan, Wales, residing in “Reformatory School Arms Court” in Bedminster, Somerset, England).
Marriage Records – I could not find a marriage record 1851-1861 in Britain for surnames of Higgins and Cotter (with name variants).
