This document is from the French Republican Calendar time period. The transcription was rather difficult, especially at the bottom where the words mash together. I will get back to this in the morning. But, I wanted you to have the first part, namely the transcription. I am on the computer I needed to be on to add the accents, so please note, this is just a starting point. This is a death record. I would very much like to know where you found this document. I will share with you a few helpful links that will help you with other records.
The above link will help you convert the dates.
The next link is the French genealogical word list. If you can't read a word, try getting what can out of it, and use Ctrl+F to search for words, even if they are incomplete.

@laurellenwebb1 Laurel, please see the work that Annette Unrau Adams has gone to on your document. She is wondering where you found this document. Can you let her know @Annette Unrau Adams. Thanks again Annette for your willingness to help others in the France Community.

Bonjour,
Here is your translation :
====================================================
Year Thirteen of the Republic
first day of the month of Pluviôse (January 21, 1805) ahead of us
civil registrar of the Commune of Soultzbach
Department of Haut-Rhin, Canton and Municipality
of Munster appeared HUEBER Jean, winemaker
second degree relative residing in Soulztbach Department
du Haut-Rhin and HUEBER Jacque winemaker second parent
degree, also domiciled at the said Soultzbach Department of
Haut-Rhin ; who declared to us that the thirty of the
month of Nivôse at 23:00 METAUER Marie
Anne, one hour old, domiciled at Soultzbach, died
***
the thirtieth of the month of Nivôse at 23:00
and the declarants have signed this deed with us
after it has been read to them, the year and day
and months as above.
====================================================
*** There is inconsistent information in the record that she was born at 23:00 and died at the age of one hour. She therefore did not die at birth.
For me, she would rather have died on 2 pluviose an 13 at 00:00
Another peculiarity of the act, the Registrar who had forgotten to mention the filiation made an addition between two lines : The father is Jacob METTAUER (seems to be deceased?) and the mother Margrïth FRIEBER
Best regards - Paul-Marc
