I agree with @Ulrich Neitzel that the words are "German" and "Blumenthal".
However, if you are certain that Rudolf Shiel is from Austria, then I found one place called "Blumenthal" located in Lower Austria about 25-30 miles northeast of Vienna: https://www.tripmondo.com/austria/niederoesterreich/politischer-bezirk-gaenserndorf/blumenthal/

The Blumenthal in Lower Austria may make sense but making sense is not necessarily correct. In this situation I would set no standard for the place name, and in the Reason statement not the ambiguity.
