Is there a way to get the old toolbar back?

It shows up briefly and then goes away. It was much easier to navigate from the toolbar for me than with the drop down menus. Thanks for your time

@Candy264 The Toolbar has not been on the logged in Home Page for some time. If you select a person you will see what I think you are referring to as the Toolbar.
