What am I missing?

The actual birth record is not available on Familysearch; only this abstraction is provided. The parents, John Thomas Gallagher and Ellen Fraatz were born in 1916 and 1920, respectively. The daughter, Lucille, was born in 1904. That's not possible!
How am I misreading this? THANKS for any helping in interpreting this

It's a delayed registration - note the date of 23 Feb 1943.
The problem is that the algorithm computes the years of birth of the parents from the age on the certificate, but it uses the wrong year.
They were 27 and 23, and that has been subtracted from 1943 (the year of registration) instead of from 1904 (year of child's birth) to give incorrect years of birth for the parents.
Many of the Chicago delayed birth certificates are available if you visit your local affiliate library or FSC.2 -

@Steve Schell I do a great deal of Chicago area research, and I've seen that apparent issue many times.
I'm at my FSC today, and I checked to see if I could get a copy of that delayed registration, but it's not available. Appears to be part of a newer collection, so it may become available soon.
