Where do I find birth records for the Pale of Settlement, specifically Minsk Belarus?

I recently discovered my grandchildren have Russian Jewish ancestors on their paternal side and I would like to research Russian records for their ancestors pre-1900 when they immigrated to the U.S. Are such records available on line? I can read Russian so I would be able to figure out the details, but I'm not sure if these records even survived. The Germans occupied Belarus during WWII and I'm thinking many of those records were destroyed at that time. Does anyone know what is available, before I search Russian databases.
