Geographic term/text decipherment

Hello all,

I found a Nazi era document pertaining to my family, and there is a line in it (in German) which translates to hometown in 31.12.15. The handwritten response seems to say (Rusland (something, Wilna). I presume this is referencing Vilnius, Lithuania. Either the city or the province around it. I cant make out the third word, and I'm hoping somebody here can tell me what is says (is it the name of a smaller town near Vilnius?)

And also what might be significant about the December 31, 1915 date.
