Question About Kiev Police
Where would I find a list of the Chiefs of Police of the Kiev Police from 1880 to 1916? When Leo Alexander Kell-Polyakov died in Nov 1923, the news stories in the Los Angeles CA papers stated that he was a Chief of Police in Kiev, and that there was a chance that he was murdered, instead of his death being a suicide. I would like to be able to prove or disprove that he was a Chief of Police in Kiev.
