I am assuming Per Albert Johansson was a foster parent to Klara Nilsdotter Landgren and Axia Linnea Nilsson. Is it best to note this somehow in familysearch and then also look for their natural parents and add them as children there as well?

Yes a child can have two sets do parent. You can set the foster parents as foster by clicking on the icon next to the child’s name and change the relationship
