If she still has the PAF4 program, she can use it to create a gedcom to upload. PAF5 could probably also be used to create a gedcom.
However, if she does not have PAF on her current computer, Ancestral Quest can probably help. Ancestral Quest code is the basis for the PAF programs, so it is compatible with PAFj (i.e. can read PAF files) without converting or changing them. The "Basics" version is free and I believe will do all that she needs. She just needs to download the free version of Ancestral Quest and have it read her file. Her old PAF file may need to be converted so the newer versions of Ancestral Quest can read it, but it should be possible. (Note: I am not an expert and do not work for Ancestral Quest; I have just found it helpful in reading old PAF files.)
From Ancestral Quest, she should be able to export to a gedcom format, which can then be used for upload to Ancestry.com, or to use in another record management program.

RootsMagic can also read PAF files and convert them to Gedcom files.

RootsMagic is the only software that will convert a PAF file - Need version 7 or before.

We have recently done this for a number of elderly members and it works very well. They can then also be loaded onto FS into the Genealogy or Gedcom areas. Means they can be searched against and used to update the Global Tree.
