About the Russian noble family of Kernovsky.
Until 1603, the Svetilovichi village was in the possession of the Guts , when they were sold to Rafal , the son of Andrzej Sulistrovsky . According to the documents of 1740 belonged to Michal Sulistrovsky and his wife Anna (nee Stakhovsky ). Later passed into the possession of the Kersnovsky . The village is marked on the map of Schubert (mid-19th century) as part of the Vyshnevsky volost of the Sventsyansky district of the Vilnius province

Here's an article about nobility research in Belarus: http://archives.gov.by/home/genealogiya/dvoryanskaya-genealogiya. It's in Russian, but if you are using Chrome, you can right click and choose translate to English.
You could also try looking at the Russian Wikipedia or use the forum on the Russian genealogy website, https://vgd.ru/. There are some really great genealogists who are active on that forum that might be able to better answer your question.

In searching the Boris Yeltzin presidential library, I found an 1865 document "The case of the redemption of land allotments for temporarily liable peasants K.M. and Amelia Kersnovsky estates Spyaglitsa Sventsianskogo county of Vilna province". What information would be in this document? Can I get this document from the library? I am looking for information on that Kersnovsky estate in Spyaglitsa and my ancestors, born in Svinka

Where are you located? It looks like you can view the article at remote affiliate libraries and remote access centers. They have several located throughout Europe and Eastern Europe and then it looks like one in Washington DC.
If you are unable to visit an affiliate library, I would contact the Library directly and see if they might be able to send you a digital copy of the article. I would write your email in Russian. If you don't speak Russian, you can use google translate as long you use short, simple sentences
