In some places on the document, it lists Holm while others say Holmil. In Russian, this would likely be spelled as Холм or Холмиль.
For Holm, there are several options:
Chełm, Poland - was part of the Russian empire at the time period your ancestors were born.
There are also several towns in Russia called Holm (Kholm/Холм) and it was also an uyezd (similar to a county):
Here is a list of other places called Kholm.
As for Holmil, it looks like there was a place called Holmil that was part of the Russian Empire, but is now in Azerbaijan. It was in the Lankaran district.
As you can see, there are lots of possibilities. I would reccomend trying to find additional records to see if there might be any other clues. Have you tried looking for a passenger list? You will also want to check for records of the children that were born in Russia - their records may give clues as well that will help you determine where the father was born.

We have found his wife Masha and the kids leaving Russia and arriving in the US in 1904 where she was met by her husband Louis. Louis says he left Russia in 1903 but we have not been able to find him in the records on the ship he says he took. He changed the spelling of his name often in the records we have found so I'm not sure what it would be in Russian. Here are the different last name spellings he used over the years.
