Yes, both records are the same.

Here is the translation of the first record:

No. 2. On the 11th of July [1813] in the local parish of Schallbach were married and blessed: Johann Georg Graser, citizen and widower here, age 40 years, and Elisabetha Gieselin, legitimately conceived unmarried daughter of Matthias Gieselin, citizen in Kirchen, with the late Elisabetha Conrad; witnesses: (1) Michael Gräßlin, citizen here; (2) Johann Georg Gräßlin, the local citizen and farmer.
Schallbach, on the 11th of July 1813.
[signature of the pastor].

Comments: The groom appears to be the same person as in the 1800 marriage record. This is further supported by the fact that he is a widower and that the two witnesses share the same surname with the bride in the 1800 marriage record, and one witness might even be Johann Georg Graser's father-in-law Michael Gräßlin. However, I haven't done the research for this family. Have you found a death/burial record for Elisabetha Gräßlin, the bride in the 1800 marriage record sometime after the 1800 marriage and before this 11 July 1813 marriage?

P.S. Given that the bride's father's surname is Gieselin, I assume the bride's maiden surname is also Gieselin, rather than Giesel.
