Given that these are Wisconsin Volunteer Infantry records, Missouri Volunteers does not make good sense.

Do you have any information about this regiment that would show where they were throughout the Civil War? It is possible they were there when he re-enlisted and was promoted.

The 49th Infantry went to Missouri; however he did not enlist until February of 1865. It sounds like these remarks are discussing his promotion, and I'm glad to have a better understanding of what it says!
