Privacy restrictions apply to most of the records you have listed. This is Italian law, not FamilySearch's rules.
As for Nati 1911-1919 - it would seem that FS has not released them yet, but perhaps soon.
There are Baptisms available through 1912, and Marriages through 1921 on the Archdiocese of Agrigento website. Their website requires registration and log in, but is totally free.

The 1911-1919 births would normally by themselves could be made publicly available but they are part of a film (2280354) that contain records for Santa Margherita di Belice that are subject to privacy restrictions. As such, the entire contents of the film are restricted until FamilySearch figures a way to make parts of a film available.

Back when I looked at the 6 items on that film, 2280354, I didn't see any that should still be restricted, given the 100-year limit for births, and 70 year limit for marriages and deaths.
Did I miss something?
Either way, FS clearly has a huge problem with all of these reels that do indeed have blended records, restricted vs open, that need to be split up. I haven't see much progress on this front.

It may be the Cittadinanza records, but I agree that FS should be doing a better job managing restrictions and opening up years that should be accessible after privacy limits have lapsed.

A couple of issues -
- The catalog has been locked and not updated in over 3 years. There could be records showing not accessible that are/should be.
- We don't know the contract conditions between FS and the record holder. We know what the privacy laws state, but we don't know if the contract follows those lines.
