In the case of the Italian Civil Registries, I have noticed that in some cases, those files missing in Antenati are still available in Family Search. But I have come across a case where this is not the case. In Castel Baronía, Province of Avellino, the first 25 years of the Birth books corresponding to the period of the Italian Civil State are missing. Considering that the following years (1891-1905) are available, I can't think of why books from the years 1866 to 1890 are restricted in Family Search. I suspect that it might have been overlooked.
