Translation Request: My Turn to Ask for Help - need 2nd (or more) Opinion(s)

Could use a second set of eyes on the bottom of this birth record, particularly the section below the obvious critical data which is clear. @Cousin Vinny Help?
This is the way I read it:
The declarant was dispensed by me from her hearing in the aforementioned child due to the long distance from the place of birth after having otherwise ascertained the truth of the birth itself.
The declarant reported the aforementioned birth for having witnessed the birth by Rosa Filippi, and in place of her husband, he was unable to report it because he was absent.
Having read this deed to those present, they signed it among the declarant because she is illiterate.
Thoughts?

Not quite. The declarant was dispensed from having to present me the child (dal presentarmi il bambino). Pretty standard boilerplate at that time when the child was not physically presented for inspection at the registration. Now as for how the official managed to "otherwise ascertain the facts of the birth", who can say? I think the official is just doing a **** by quoting directly from Article 371 of the Codice Civile in effect at the time:
