Help with special notation

The record in question is the second from the bottom where the witnesses are Eugene and Coletta Schell. I can't figure out that special notation at the end of the record. It looks like the first word is Latin for dispensations. The last word looks like "abtersta" which mean "wiped off".
Any idea what this is saying?

I read something like: Dispensatione super? duobus proclamationis?/publicationes obtenta
It is somewhat clearer four records above. According to my understanding it means that there was a dispensation received for two (of the commonly three) proclamations (banns).
