The summary answer - and a caution - is that yes, there will be a DC created by the GRO (though I can't remember where you find them 😯 ).
Under all normal circumstances, DCs issued by the GRO and the Registrars working for the GRO, will only be issued for events in England & Wales. However, it was felt sensible for reasons of closure and record keeping to issue DCs for WW1 casualties - eventually.
The caution is that it is a complete waste of time to get it. Somebody in another place got one and accused GRO staff of giving incorrect answers by saying that the death was in France & Flanders. No - that's all it says on the original. Nor does it give any details about how the person died. You will get much more of that information from the Commonwealth War Graves Commission web-site.
