The only Sostegno I can find in Italy is near Vercelli. It is currently in the province of Biella, but previously was apparently in the province of Vercelli, as FamilySearch has it classified under Vercelli. Biella also redirects to Vercelli.
That said, there are two references to civil registration records that cover Sostegno. The first is for Sostegno directly, but doesn't list any birth records:

The second covers the province of Vercelli, and appears to include the records for Sostegno.

There are four different date coverages for the Vercelli records. The good news is that all of the records are digitized and can be viewed online (except possibly the first set, which appear to have been recently done as images directly from the records). The bad news is that you will need to go to a Family History Center in order to view the images.
If you know the date of the birth, you should be able to go directly to the year in the Sostegno locality and find the birth record. If you don't know the exact year, there should be an index at the front or back of each book of records. These don't appear to be very large books, so your search should go pretty fast.
Note that for each set of records, the comunes (towns) are in alphabetical order. Some of the catalog records list each comune on the film, others just list the first and last comune and you would have to figure out where Sostegno would be alphabetically.
