Parents: Johann Riegert from Schnittlingen, Katharina Ranweiler from here, soluti [this is a Latin word which translates as single persons, indicating that both the father and mother of Florian are not married].
Place of birth: here? [because this column is blank and this is the parish register for Böhmenkirch, you can assume that the birth took place in Böhmenkirch].
Time (date) of birth: April 18, 1808, 1PM [I think the word before the time is mittags = midday, so I would agree with you that the birth occurred at 1:00 pm].
Place and day of baptism: April 18, 1808
Who performed the baptism: Pfarrer = pastor/priest. [It is probably not the same person at the top of this column who is identified as a "Kaplan" = chaplain].
