**Comment: I am unfamiliar with the word "seriniarius" and while I found examples of the word on the Internet, I couldn't find a good definition. I did find the following from an 1893 law dictionary:
"In the Roman law. An officer in the lower Roman empire, otherwise called scriba, notarius, graphiarius, secretarius, seriniarius . . ."
so your translation as "civil servant" is reasonable.
