I need help explaining this confusing problem
Magdalena Hedwigg Schröder {K8FL-5CV} married Johann Friedrich Niemann gennant {called} Schröder {GN7S-64K} and had the following children:
Marie Hedwig Niemann
Clara Elisabeth Niemann
Johann Friedrich Niemann and
Eberhard Heinrich Everds gt Rummeier {or Eberhard Schröder Rummeyer} {G7F7-DYL}
then Eberhard marries maria Clara Huseman and the children have the last name Rummeyer
how do explain how a man who should have the last name Nieman has either Schröder or Rummeyer.
where did the Rummeyer come from?

This is the Hof naming system. People took the name of the farm they lived on. You'll have to look into which farm each person lived on. Sometimes a farm had more than one name that seemed to be used interchangeably.
Since Friedrich Niemann married into the Schröder farm, his children were probably named Schröder.
Most likely, Eberhard married the widow of the Rummeyer farm, so his children would be named Rummeyer. Those children were not children of the farm, however. Children of the farm usually had precedence in inheriting.

After tracing the mithöfer line this what I came up with.
Eberhard Heinrich Schröder Rummeyer {G7F7-DYL} last names are the product of two farm names. Schröder {Magdalena Hedwig Schröder {K8FL-5CV} was his mother‘s maiden name and Rummeyer was the last name of his wife‘ s {Maria Clara Hüsemann G7F7-HNV} first husband. {Johann Heinrich Rummeyer.{GJQ7-V1N}
i did not realize that the Scandinavian naming conventions had went into Germany.

This isn't the Scandinavian naming system based on the father's name. This is the German Hof naming system, very briefly described here https://www.familysearch.org/en/blog/what-is-a-german-farm-name
A person's name is not based on who he is related to, but which farm he has the rights to. A son who inherits his father's farm will have the same name as his father. If his brothers marry into other farms, they, and their children, will each take that's farm's name. It gets really crazy when there is a series of surviving spouses who remarry and have children. All of the children, from all of the couples will generally have the same name, even though all of the parents were born with various other names.
