Hi Jan. It is my understanding, that according to new church organization, the leadership pattern is a little different, in the sense that the priesthood is directing the work of Temple and Family History under the Stake High Counsel, then the Bishop, then the Elders Quorum President, then T&FH Leader. Responsibilities are delegated according to ward needs and the leader can choose or not choose to have an individual who specializes in that effort. Ideally, all T&FH consultants are responsible for every aspect of the work. This is the information I gleaned from #[Rootstech Salt Lake City] last week. In a Ward or Branch, in answer to your question about "Indexing", in short, in essence, 'Yes'.

As, as far as I am aware, at present, there is only the GENERIC (Church wide) 'Calling' of "Indexing Worker" in a Ward or Branch.
.
But, do not forget that within "Indexing" in "FamilySearch" for the (individual) "Groups" in the Wards and Branches there is the 'Group Admin' (or, 'Group Admins') who are responsible for the (individual) "Groups" in the Wards and Branches.

[ Just my thoughts here: I would suggest that the line of authority for the 'Group Admin' (or, 'Group Admins') for the (individual) "Groups" in the Wards and Branches would be the "Ward/Branch, Temple and Family History, Leader". Whereas, for a Stake/District, that is different. ]
