Each ward has one Temple and Family History Leader. I do not know how all these folks were entered as Family History Leaders but when I click the option to "Manage Roles" my only option which shows up is to create that person as an administrator. HOW can I correct all these title errors?

I am certainly no expert; but, you do not need to do anything.

That is NOT a 'Calling' it is ONLY a 'Role'.

Most Members with a 'High' level 'Calling', with responsibility in, "Temple and Family History" Work (possibly, any 'Auxiliary' Leader - eg. Relief Society) WILL have THEIR 'Role' listed as a "Family History Leader" of some sort.

Not being as familiar with the administrative side of Indexing, I don't know about them having separate listings that look like calling titles, so I won't comment (speculate) on that. However, if that is also showing up in LDS Tools (which draws directly from membership/calling information), then that has to be corrected by the ward clerk. There is only one "ward temple and family history leader." And if there's an actual calling listed as "Family History Leader," it is a purely "made up" local calling by a ward. That's a bishop/clerk issue, and for them to work out and correct (hopefully with appropriate and accurate guidance).
I'll note that the wording concerning indexing is quite different in the brand new Handbook, compared side-by-side with the wording contained in the now obsolete Handbook 2 that was retired yesterday upon publication of the brand new General Handbook: Serving in The Church of Jesus Christ of Latter-day Saints. I did a line-by-line comparison of the two Handbooks yesterday morning and well into the afternoon, specifically on the new Section 25 vs. the old Section 5.4 (those pertaining to Temple and Family History). It's well worth doing so! A quick read may seem to suggest that the information hasn't changed, yet there are some very interesting (and important, but sometimes very subtle) changes and clarifications.
