Source consistency error for the same place
Profile P8MY-Y2B was born in Acton Vale, Bagot, Quebec, Canada in 1877 or 1878.
The DQS is calling out an error in place/time, but the place name is the same in both time periods.
The DQS has become more nitpicking - even pedantic.

The question also concerns why it was felt necessary to have two different time periods if the name didn't change. Was there a significant boundary change? Is the town much smaller or much larger than the parish it used to be? Is the place type used really all that critical for this place?
I suspect that the trouble here is that the DQS is probably not looking at the name at all but rather the underlying numerical ID number. 11833560 and 7205462 are quite different from each other and each has its own, unique time period.

The parish and the town were merged in 2000. I don't know the origin of the "1982" reference.

While it does look like the quality score is being unnecessarily picky, it is correct. In many places the church parishes were the record holders until a specific point in time (in this case 1890), where then the town governments took over record keeping. In this case, the parish and the town both existed until they were merged in 2000
Ideally we would filter that list to not show inapplicable places based on the year entered.
